Historic World War simulates economic development with industry. Most undeveloped countries don't have resource shortages, they're just not industrialised.

Also, in the Second World War India wasn't really comparable to Africa either. It was actually fairly highly industrialised, not so much as Europe or even Japan, but still considerably more so than more of Africa. It was an extremely profitable colony.

Re manpower, it simulates not how many people you have (that is population, which except for many, but not all nations in HWW, is extremely cursed and strange in every game mode) but how many people are willing to join the army. In the Second World War, although many Indians did join the army the numbers weren't a lot higher per capita than the rest of the Empire (the highest I believe was New Zealand). Theoretical cap should IMO be 10%, not 1%, of population, and population needs a major rework.

While Lord Crayfish covered most of it, I do have to say you are wrong. India, Africa and other undeveloped countries are actually quite historically accurate in some sense. They had a huge amount of resources, it’s just that they were not exploited due to colonial governments preferring to take resources back home and make them into finished products. While India and China may have had more manpower, in the end all countries basically have less than they should. Irl countries were able to mobile armies of millions of soldiers, which is very rarely seen in the game.

Not to mention that western counties usually start with higher level military buildings, the same amount or more core cities as India ( which is more resources) and more industry. Rural India and China give enough manpower.

This is a great idea. Along with that all noobs must start in Africa, India or China for 10 games until they pay their dues. To be honest with you I think the middle Eastern country's were riding camels. So no tanks or jeeps for them. I think they're mounting 50 cals in the backs of there Toyota's at this point in time.
