City Shield

This building exists. It's called bunkers.

But city shield sounds too much like clash of clans...

Bunkers already do this, provide direct damage reduction to units in the province center, and has priority damage for buildings, aka your buildings ultimately take less damage while the bunker is up. I am curious if you can think of a story behind a "City Shield" for the entire province.
