There is a map where you can play as any country, from superpowers to smaller ones. It's an event map called all countries in, it will come around someday.

Clash of nations map with smaller countries playable
I would love to play as greece, or norway, in the clash of nations map. Can they make one where all the countries are playable?

That does sound like fun. And with a level requirement, we might see fewer drops and more player activity days into the game.
