The brilliant Call of War staff should make an update to have different "Constitutions," with each one saying different things. Such as one that gives everyone in your country all the freedoms in the real US Constitution, another that only has a few freedoms that makes people work harder and produce more stuff, but the moral cap would be 85%, and finally, one that forces people to do everything, causing VERY low moral [70% cap] but you get twice as much resources. You choose your country's Constitution when you join a new server. This would have no affects on the current system of doctrines.

I was actually thinking about something similar to this. Like a second layer of 'thingy' (can't find the right word sry) that would supplement the current doctrine system.
Maybe not as in-your-face as double production but definitely something which, in addition to doctrines, will dictate how you play your game.
Something like a Doctrine-TBD axis which everything else will revolve around.

Solid idea, however, as @Z. Sakki said, 2x mats is a bit too much. On the other hand, this may overcomplicate the game a bit. For new players, this can be a bit confusing. Might be something to consider in the next major update though.
