CAN WE CONVERT A PORTION OF THE HISTORIC WORLD WAR ROUNDS INTO THE ALL COUNTRIES: ALL IN EVENT VERSION, I BELIEVE IT WOULD BE BETTER DO DO THIS, I MEAN, EVERYONE LOVES THAT EVENT!

You had 450 points as Luxemburg ? Maybe.
You had 450 as Luxemburg and won as Belgium and Netherlands and Finland ans Lithuania and Denmark ? I doubt it.
One can win with these [I myself won with Latvia] but I do not believe you won 40% of your « all countries » battles with those weak countries given your stats
There was once a match that I played where the winning coalition was Bhutan (me), Siam, Haiti, New Zealand, and Honduras

I only played one game as Yugoslavia, and I managed to ally with Danzig among other countries before being obliterated by I think Spain and USSR. Wasn't a game I expected to win, but it was fun seeing the absurdity of Yemen and Oman's OP food production.

Oh, I’ve seen a player win as Yugo. 
. The only bad nations in All countries All in are the colonial empires. There are so many small nations that all your colonies end up being seized after a few days, and then you’ll have economic problems and it’s not fun.

I think Liberia is literally the worst country you can take. Sure, you can easily seize vaste lands as your neighbours are occupied in Europe...
