The range is 20 to 32 iirc, so yea it can have an impact especially on manpower
Countries unbalanced in 100 player map.
I'm playing a 100 player map, and my production of troops is being bottlenecked by manpower so I've been building some barracks. I was about to invade Ukraine and I noticed they only have 21 provinces total. I looked at some other countries and they have something like 25-31 provinces usually. It seems like these countries would have a big advantage in both cash and manpower.

There is a reasonable explanation of why some countries have more provinces.
These tend to be larger, more spread out countries in the far North of Asia.
Another category are some Axis countries with 0 rural food (Germany, Brazil).
Another odd case is Egypt, a country cut in half by the Suez canal.
In other words, they are trying to balance out the game, to make up for some other weakness.
Countries that have short travel distances and plenty of food for recruitment centers get fewer provinces.
It may not be implemented perfectly, but I think this is what they are aiming for.
Then you have countries like the Caribbean. They only have 20 provinces and virtually no access to AI for easy expansion. The only possible explanation is the map designer probably had an ex-girlfriend from there and they still weren't over it.
Caribbean does have 1 food and 2 goods, but yeah, it looks like an oversight... or a grudge
