Create another chat room for allies in Team Up event

I suggest that in addition to coalition chat room, allies in every joint region has its own chat room so that the conversation would be more efficient and you wouldn't receive too much message. For example, one in Asia, one in North America, one in South America, one in Europe, one in Africa, etc.
