Cutoff & Surrounded units/ provinces loose morale

Units and provinces that are cutoff and/ or surrounded should slowly loose morale until either relieved or destroyed.

In WW2 cutoff and surrounded units were subject to ammo shortages, food shortages, and left wondering if they will be relieved by their comrades or going to be destroyed by the enemy.

so why shouldn’t this affect the units morale in CoW?

Again this should slowly affect the morale of the cutoff/ surrounded units and give them incentive to break out and rejoin the rest of their comrades and country or to counter attack to reestablish supply lines and the initiative.

Of course making additional units and building fortifications in the cutoff province will be the one way to stop loosing morale.

Maybe do -10 to -15% of morale loss per day cutoff.

I think we already have a mechanic for the that, usually when a province of mine is surrounded by an enemy nation, it loses Morale because of the "Neighbors Penalty". I don't quite understand it yet, but as far as I know if one of your provinces is even bordering an enemy nation it loses morale. As for the troops, it's an interesting concept. It is true that cut-off units start running short on ammo and food (don't know about food since soldiers usually take some from the villages) so maybe a -25% damage penalty for units surrounded by enemy provinces?
