Defeated User can Return

Hello there!

I am not aware if this is purposeful or a bug, so I'll put it here.

Defeated Members can return if traded a province, even if they don't have any provinces left.

Proof

As you can see in the images, I am able to trade an inactive, defeated user, a province. I helped defeat him, and this was just to gather proof after the fact. He did return in multiple games via trades after he was defeated.

Why this is bad

This member could, in theory, never be defeated. He could be traded a province by his ally, many times. That ruins part of the game, and is very annoying, especially when playing with friends. He's my friend, and I helped defeat him, but I wanted him to stay destroyed. It's nothing personal, just part of the game to be defeated. He was traded a province by another friend, and he started to produce troops to attack me back. He was defeated in time, but was given another province. After serious negotiations I finally reached an agreement and the problem ended. But this could still be frustrating not only to me, but to others.
