Deploying Cards with Enemy units in Province - Pure "Pay-to-Win" B.S. !

This should not be permitted, just like healing units in melee is not allowed.

Shouldn't be able to use War Bonds or Gold in contented territories. Shouldn't be able to heal aircraft in same territory as enemy units.

This is pure "Pay-to-Win" BS ruining CoW.

Some microscopic element of "Fair Play" would go a long way in reducing the ever increasing disdain for the changes added over the last couple years.
