It's a nice idea but there are already a lot of routing issues with the game as it is and this would add much more complexity. Maybe after they fix the current pathfinding issues.

Designing Roads
In the game we should be able to design and make our own routes to get to places much faster in our provinces and put the cost the same like Infrastructure Level 1 because I was playing with Gabon and it took 4.45 hours from Libreville to Douala

Yeah, and I mean, roads are between neighbouring provinces are as short as possible.
The past is a foreign country.
