Destroying buildings options

I would like to be able to destroy or disassemble buildings as I am currently invading and winning against the USSR . I would like to destroy the damage buildings or disassemble the buildings salvaging all the resources that took to make it or a percentage to use it for other things such as building up my cores with the top tech. You could do this if you want to launch a scorched earth tactic but should be limited on how much you can do at a time say 4-5 ? The longer the time the more resources you salvage or you can destroy it in 30 mins but dont get anything. You can only do this if you are in a war to avoid it being abused and have it limited. It would be like to the die hard Star Wars fans know that the Empire used the other parts of the galaxies like the mid rim and outer rim to supply the core.
