There is a visual difference, lvl 1 makes the dotted lines all connect, level 2 makes it thicker, then lvl 3 is a railroad.
Differ roadway upgrades from dirt paths
I'm upgrading the infrastructure so my units travel faster, but it's so hard to know which provinces already have upgraded roadways without having to click each one... and I have hundreds! It would help if the map indicated a bit more information about each province by a quick glance without having to click on them. Example below.

As you can see the provinces i circled, if you look closely you can see that the line is NOT dotted, but is infact all connected into a single line.

To be honest, I had this very same idea. I haven't noticed that the dashed line, the continous line and the thicker continous line indicates different levels of infrastructure. I agree that it could be a bit more pronounced visually, maybe at a certain zoom level (in order to avoid that hurt eye).

Maybe allow wider in the low-graphics mode? It seems to be made for more visibility and less detail anyway.
