Disabling Damaged Barracks / Naval Bases

It is annoying how you cannot easily disable barracks / air bases without finding them on the province list and clicking on them. When not in need of repair, you can click on them and select the disable button, but when they are damaged, in place of the button, it says that it is damaged and in need of repair. I would like the button to be there whether or not the building is damaged or not.

(this affects all levels of the building, not just the lvl one at the moment)
