Distance To Capital Morale Penalty

It has been noticed by a great amount of players that the morale penalty because of the distance to the capital is seriously affecting us, especially in the world map. Therefore, I make a poll to show the devs and mods that we want a change. There are three options in the poll.

1. Leave it as it is
2. Make some sort of sub-capital (e.g. Administrative Capital, Regional Capital)
3. Reduce the morale penalty because of the distance
