Allow states to lend money to others, and determinate the % interest.
Per example: a $30.000 loan to be paid in 5 $6.300 payments.
Would't change the game very much, but would be a good change in my opinion.

So i lend money from my smaller neighbor, when time comes for me to return it i just invade them... it is a good theoretical thought, but it cant be practicised. Im sure some multi accounters will overuse it, and even more wars would break out in an already unstable gameplay

No, not at all. If i invade a SMALLER neighbor (ex. USA invades Cuba) i dont think it will.
