Well, the AI can't really be expected to think "I am on an island so maybe no fortification"...
... the AI should instead think : "I am an AI so I won't know how to use fortification, so let's NEVER build them".

Early Game AI
I started up a 4x speed game. I instantly opened up my research tree and couldn't do anything. That AI had built 4 fortifications and a factory instantly. I can't do anything and almost have to quit the game. It's so dumb. What's the point of fortifications as Caribbean if nobody will really attack me until like day 4.

yea AI should only make actions if the player cap of the game is met and nobody has chosen that nation.

Hey at least we tweaked AI in a recent update so that it doesnt spam propaganda offices anymore at the beginning of the game 
At least fortresses have some worth, even for AI (its not hard to keep a unit standing in a province with fortress).
Btw if you dont have enough resources to even do research after joining it is likely that the AI still has open orders on the stock market. Check the order book and cancel them.
