Right now, infrastructure is the only thing other then industrial complexes that improve resource gathering, It would be great if there was a Infrastructure research tab, In this tab there where be research for Farms, Oil Rigs, Mines, Hospitals and Steel Mills.
I know this has probably been suggested a many of times but here is my take on it.
Farms: 10% per level to food income, Max level 5.
Agriculture: 10% bonus to food income per level, max level 5
Oil Rigs: Improves oil income by 5% per level, max level 4
Refining: improves oil income by 2% per level, max level 5
Mines: Improves rare metal income by 2% per level, max level 5
Chemistry: Improves rare metal income by 2% per level max level 5
Hospitals: Improves manpower by 10% max level 1
Medication: improves manpower by 2% per level, max 5
Steel Mills: improves metal income by 2% per level, max level 5
Industrial complexes should only improve goods income and unit production.

This topic is hot on everyones lips, the economy in CoW is such an after thought. I really like these suggestions.

Having an infrastructure research tab could be nice, yes.

Quite interesting, yet personally I would like to see that economy is a lot HARDER to manage, so instead of being Sir Spamalot regarding units, you are forced to trade more, and actually think whether you really need that oversized army.
In other words, boost the upkeep costs - a LOT (double or even triple them), and ensure countries are more specialised in certain resources then they are now (like in Supremacy again). The trading and market is much livelier over there.
The only issue I see with this, is the core/non-core issue - and I admit I dont have a solution for this
