I just saw this for the first time. From a historical viewpoint, elite militia are a bad joke. There is no such thing as a militia unit that could have gone head to head with an American, British German or Soviet frontline infantry unit of the same size. A well-trained infantry unit would have crushed a good militia unit every time. Only if we include some completely new game concept of guerrilla warfare does this remotely make sense.

Think militia as Finnish troops at winter war. Finnish troops was really militia mainly and stopped Soviet pretty good.

About guerrilla warfare u should read book Atso Haapanen "SISSI-ISKU PETROVSKI JAMIIN" there is 100men coordinated strike way behind lines and back.

The IJA was the worst branch of the Japanese military in WWII and is well known for having terrible tactics and weaponry, better known for fighting in terrain that the Allies were not trained to fight in rather than actually being high quality troops. Guns are called the great equalizer for a reason, and just because a disabled has an archaic rifle he only fired once, or a state of the art, yet crudely made anti-tank weapon does not mean a veteran of 5 years hard fighting can just write him off.
Volksstrum and Soviet conscripts were used to great effect, they suffered massive losses, but they are not meant to be used as front line troops. their speed is limited for this reason, and they cannot go head to head with regular infantry in battle. The Russians bogged down the German Invasion with militia, counter attacking, something not represented in this game.
