Not sure what you mean. For units you can check their condition. For buildings there is already a "health bar" under it.

enemy health bar
call of war developers should add an enemy healthbar on bases say i am germany and i am attacking luxemburg it dosnt tell me how much damage i am doing or how much health the enemy has.

at the moment i am attacking odense with my navy and there is no health bar for odense so i dont know how much health they are down.on the buildings there are question marks. but still i think thre should be a overall province health bar.

It's just a matter of distance. If you are close enough you can see it. You are asking to see damage from further away, but that's just one of the disadvantages of bombarding from distance; you can't see what is going on and that is how it should be.
