Same reason why coastal guns don't exist: They are niche and can be replaced by aa/spaa on bunkers.

Sooooo this building basically does the job of what AA does but in a bunker and it can't be moved....?

You can just build fortifications and put a high level regular AA there though.

I'm also waiting for someone who can explain on why german build flak tower instead.

The Zoo Tower was a desperation attempt to hold the Soviets. The tower wasn't widely used throughout Germany.

This would not be very applicable to the game really.

When I made a suggestion article, I didn't prepare myself that this suggestion should be accepted, I just wanted to receive your feedback by giving a valid response that could describe the positive and negative impacts when applied to games, the compatibility of the game with history and maybe a game designer's point of view.

Berlin Flak Tower was created long before the Soviets attacked, theory explains that the Flak Tower was created due to the British RAF attack in 1940.
