Food and Morale

I've seen the posts on this but my two cents is this: If the people are being fed, there shouldn't be a morale loss. I know it's not huge but I think that's a design flaw. If you're being authentic the people don't know if you're operating at negative food and if they're getting fed then their morale should not be affected. Unless the population is part of the government, which they're not, they shouldn't know if you're operating at a deficiency and therefore it shouldn't affect their morale.
