Wont change anything, if i want to go inactive i will easily move 2-3 units and just leave... this is the biggest problem the community faces: inactivity, and i agree that a conservative approach should be adapted
FORCE PLAYER TO MAKE MOVE AT TIME OF JOINING A GAME THAT HAS STARTED
I have seen new tutorial games where 19 of 22 players never placed a set of orders in the game. Another where 16 of 22 never placed orders.
What we need to do is to have a rule/design where when you sign up for a game that is running you MUST put in a set of orders or the position will be replaced within a very very short period of time, like 1 hour to 6 hours. This will cut down on the 'OH MY GOD I have Poland" and I am not playing, or the "I did not want this after all".

People who drop do not think that way. They simply do not bother with the game position.
This also allows for a simple out and replacement.
I think a better idea would be to just make a "Leave game" option available at the first couple of days where a player can just leave the game and open up the slot if they don't want to continue playing, that way you won't get inactive players that moved a couple of troops and were into the game and just lost the will to play later on quickly.
