Foreign Policy

I know, i complain way too much... but im still new, so i want to hear thoughts of professionals. Idea: we can be able to have third-party wars just like IRL. That would happen if (as i ranted before) a player runs a country badly, and an uprising happens, but not join other country (i.e Republic of Mongolia is run badly and the locals declare the People's Republic of Mongolia). It would be better because of Great Powers, just like the Cold War, Ussr joins Republic of Mongolia while Usa joins People Mongolia, they send troops and manipulate the situation, instead of going 1v1 and having to occupy provinces, send them overseas... Thoughts? (I promise i wont complain anymore)
