Just a thought, since food production is a difficult resource to manage.
Any army units inside a city with a fortification, will require 10% less upkeep, when the city is not under attack.
The number can be increased beyond 10%, just putting a number there.
I'd like to see more benefit from a fortification. When the city is being seiged, fortifications have great value, but when cities are left unoccupied, which is very common, it becomes very simple for enemies to quickly overrun you, and leaving a few spare troops way behind the backline is quite costly with the food upkeep.
This would certainly inspire a few more fortifications and even increase the small numbers of defensive units.

i don't see food as an issue of the game, pretty easy as it is to manage it
Actually not "pretty easy" as there are about 4 to 5 threads out there in the last month complaining about resource production and at least two of those started out as food specific..
