Fortress and other buildings shoukld be blocked

As in Theme: Building or construction of Fortress under attack and other buildings should be blocked, as is with units under fight.

I agree, rushing structures while under attack should not be allowed.

It is blocked. You can rush units while a city is under attack, but not fortications or buildings.

Hm, never tried it but I just assumed it would work. Good if it doesn't.
