I dont know how much you have been playing the game, but for me the double noticiation is a great thing: because sometimes i get a notification saying: "we received a message from ****" and when i get in, it is just a message like "ok" or "hey" or something, while when i have front line reports i am able to have a full vision on the war anytime,,and when a big city or province falls or an army gets defeated i can react instantly to it. Remember: you will never win wars against worthy opponents without good reaction time.
If i still didnt answer your problem, change your settings then.
