game improvement suggestion

I feel a surprise attack should be considered a perfidious act as soon as the attacking player crosses the boundary line. The way it now gives the defending player the crappy end of the stick. you are either left with the decision of retreating and letting the attacker take the province before it is deemed perfidious. Or the defender must himself declare war and the attacker does not commit a perfidious act if he wins. Surprise attacks are fine but it should be harshly treated and penalized by the attacker and not the defender.

If you attack when they are in your province, it counts as you declaring war. :( I suppose it should count as your enemy. :)
