as a newcomer to the game how is it possible that i can attack a province with no units and no buildings for 3 days now and nothing changes

You certainly should have units in your country, and buildings in some of your starting provinces. If you started with nothing, please file a bug report by clicking the cog in the bottom right corner of your screen, and then the bug icon in the drop-down menu.
