General Mobilization

sometimes in game you have a lot of resource but cant find enough manpower trade units is forbidden so

add a option to game declare general mobilization

ıt will give you manpower how many you produce at one day

but ıt will decrease morale of your provinces

for example you will gain 15k manpower and your provinces morale will drop , ıt will effect your resource production too

game can add limit for it once in three days or similar thing like when you started a war with a country
