Define how things like this will work, how many nations will band together for a convention, what if a counter convention is hosted etc. Etc.

True, I know that Conventions can't be hosted in war, so it would work like diplomatic relations soon, you send the same GUI as trade deals but instead of 2,000 cash for 4,000 food, Just "Outlawed Nukes" there would be an agree and disagree button, if the number of agree or disagree is higher, the Idea will be added to the convention or deemed un addable, also you can only outlaw things you can research at that time

I'll vote for "outlaw motorized infantry".
