Argentina should get a sixth city in HWW, to make them slightly more powerful than Peru.

How is this spam? It’s actually a reasonable suggestion, considering that Argentina had more population and a better economy in 1940 than both Peru and Venezuela. Currently, Brazil is the only South American country with more than 5 cities. Having a rival to that (somewhat of) could threaten Brazil’s dominance in that region.
