Why? Why should they be slightly more powerful than Peru? Is it because they want comforting after the Falklands? Well that hasnt happened yet in WW2; they still get to look forward to it.

Argentina should get a sixth city in HWW, to make them slightly more powerful than Peru.

You know, after doing some research you find they were pretty powerful. Double the population of Peru, a higher GDP per capita than Spain, Japan, Italy up until even 1962, and an overall powerful economy. It was in the top 10 most developed economies in the world at this time. Argentina might actually warrant this, like a 6th city.
