I support the idea, But I don't think the sea should have an abundance of resources. Maybe 1 per ocean but they should produce probably as much as a double resource province if not more.

you should add resources in the sea like oil etc and introduce sea borders but they will have to have things build on them to produce resources unlike land resources and either give land locked countries extra resources or make the building of things like offshore rings take more time so landlocked countries will have time to catch up

I think this is a good idea, it would defintely revitilize all the useless expanses of sea when most of the waterborne travel is quick near land routes for invasions and ships to protect them, moving quickly to land and not having much diversity.
Sea resources would not be very realistic. The main resources obtained from the sea are fish (including whaling, etc.) and oil - but oil is mostly associated with the continental shelf and so really tied to land.
What I would like to see is some consideration to trade over the sea. That was a huge thing in the WWII era (and now too) - trade was the lifeblood for the island of Britain and had vital importance for almost every other country as well. The only shipping in CoW is military transport. I'd love to see some simulation of civilian shipping in the game, but every game I've seen that includes it has to either deal with the tedium of it or make it so abstract it's almost not there.
The last time this was suggested it was pointed out that offshore drilling for oil and underwater mining was really developed in the post WWII era, so it doesnβt really fit with the time period.
i agree with Vorlon, does not fit period. But either does nuclear missiles.

i dont think that there were nuclear rockets or nuclear submarines or batleships either in that era but they are still in the game it would give players a reason to have navy since even mods admit navy is useless in all but 2 maps

I can possibly agree with the resource being oil, since there is offshore mining
Then maybe add a research project for sea oil mining(like new building), as the nuclear rocket.
Nuclear rocket is not in WWII era

Fish has been a source for food for several millennia in many countries thru the world (China, Indonesia, India, Vietnam, US, Russia, Japan, Philippines, Peru, etc.) and it should be considered as a future addition to the game.
