Now, to elaborate: Bolivia didn't play a role in WW2, hence why it is an AI nation (if I remember correctly). Portugal is an AI nation as it was neutral. Venezuela and Peru were added as playable nations for making South America more interesting, not for historical accuracy. Now, I think Sweden is playable even though it was neutral, but it did have a role in WW2, which I think was the supplying of resources to Nazi Germany since they were at least on decent terms.

Why would you want Goa to be included? Historical accuracy? Yes, that's valid reasoning. However, is there any other reason to include it? Currently, I cannot think of one. To be honest, I was quite surprised Macau was included on the map, but since it's added, might as well keep it there to prevent more hassles. Have I ever heard of Goa before? Maybe, but it would likely be from the golden age of Portugal in the 1500s. For a small AND (if I may be frank) completely useless colony in the war effort, I don't think the effort it would need to add it is worth it.

The Historical World War round is based in 1939. Brazil gained independence from Portugal in 1821, and Canada declared its independence in 1867. India was still part of Britain, hence its name, "British India"
