Government policy balancing

I suggest a new feature for the game, which will be useful to much people.

  • Normal. The present condition of policy. No change in morale/produce/manpower
  • Conscription. Which means forced recruitment and Production is the resources production. A government policy change can affect manpower and morale of the country. When a policy change is introduced in favour of conscription, the morale of all Provinces gradually decreases. Thus reducing the total produce. The policy increases manpower by 10%, reduces produce by 10% and has negative impact on morale by 5%.
  • Production. When a country doesn't need much force, it can change its policy in favour of production. This will reduce the manpower production. This policy will decrease recruition by 10% and increase produce by 10%. A penalty of 5% morale must also be there to balance economy.
  • Economic. When a country is not in wartime, it can reduce its production and conscription and focus on morale building. This reduces manufacturing and recruiting by 10% each and increases morale by 20%.
  • Radical. Like the dictatorships in WWII, both the manpower and resources were produced in large quantities. Likewise, a radical government policy will result in 10% increase in total manufacturing and recruiting. But a negative 20% impact on the morale.
