Governments in Exile and More Uprisings

First of all, let me mention that putting fun before realism is always key in a good game. But sometimes a bit of realism is needed.

One of the main problemas I find with this game is the cores and non-cores. I am in favor of the non-core -75% penalty, but I do not agree with the fact that after a few days non-cores that have been recently conquered have their morale at 100%. I think the morale should never pass 75%, and even then, it would take real-life weeks to obtain it.

Another thing I don't like, and this is the most important of the two, is the fact that you can leave a unit in a province with less than 35% of morale, leave it there for a day or two and then take away the unit when the morale reaches 35%. This 'forget about it' feature should be changed so that there is a continuous chance of uprising until the morale passes 50%, and that if you don't leave troops stationed there, no matter the morale, the province could rebel and rejoin it's previous owner, meaning you can't just forget about it. I mean, people are going to rebel if they see there's no there to stop them. For that matter, I propose the creation of Military Police, which would stop the uprisings, instead of having to leave infantry behind.

I also propose the creation of Governments in Exile. Let me tell you how'd it work. Say Germany occupies France, and France wants to set up a government in exile in London. France requests permission to do so and England can accept or deny it. Then, once France has a government in exile, they can lead their country from there, and, in the case a province rebels and joins them, they could also rule them.

Another thing worth mentioning is the creation of Resistance Units. Say a province rebels. Someone has to carry out that rebellion, and that would imply the Resistance. So when a province rebels, a Resistance Unit is automatically created in that province.

Finally, I also propose that Governments in Exile are able to create Underground Resistance bases in their Core provinces, increasing the chance of an uprising.

Thank you for reading. I do not expect that these ideas are implemented, but if some of them are, i would greatly appreciate it. But first, let's see how the community reacts. I hope not to get yelled at too much, *wink wink* Butter Ball Bill.

Yeah well, I had a lot of games where a guy just got all of his troops in one place and started going with them conquering the whole country in one go. He did that a lt of time and out of 150 provinces that he captured this way, only 6 rebelled.

This would be very difficult to deal with(imagine the amount of bugs there would be!). A rebel unit category would be have to be added in the rankings too.

London could just give them sanctuary by giving them a province instead. How would France be able to produce resources? If a province rebels(In which I do not see happen to a destroyed country) do you think that one province would be enough to kick start their country back again?

I support your idea is quite realistic and historical, governments exiles were present, as the case of France and the Second Spanish Republic.

Have you ever played Hearts of iron 3? I don't think so - no offense meant. In HoI3, the province rebels, and apart from producing resources, the resistance unit tries to expand.

I have played HoI3. This is Call Of War not HOI, Id like this game to still stand out as different from the rest. There would have to be changes made to include these rebel unit kills/casualties within the rankings system(Just as they have one for players and AI). It would be quite annoying to have to fight rebel units as well as enemy armies. New players and possibly old would be driven away from this game. I can understand where you are coming from as well. You made a suggestion, I am giving my opinion. Theres no need to take anything personal.

Like in real life. Anyhow, if you use my tactics, you let units rest in conquered terriorty, meaning it wouldn't be too much of a bother.

its a good idea and i like it, its like my previews suggestion about resistance and amp 10 levels up. but i'm afraid it will make the game too complicated especially for new people.

Horrible idea. Too many rebellions as is. It's ridiculous. People aren't really that motivated. Look at the Roman conquering of the Gaul. The German occupations in WW2. We pay a lot of attention to the 3% that formed an underground but ignore the 85% that just kept going to work. Your version of realism is skewed.

Hey! How bout we make the games even longer! let's make it harder to secure territory and take ALOT more time and then never really allow the job to get completely done. Excellent Idea?!?!?!

I think these are interesting ideas, but I can see it being a major adjustment for the community. I'll have to ask Jacob what he thinks of this.

Adds up to 88%, btw. Anyhow, yes, a big percentage of the population kept working, but not with the same efficiency, or morale. And they only went to work because there were German troops forcing them too. If there hadn't been any, they would've joined the resistance. Anyhow, you are right, it would be too complicated and it would make people reluctant to start playing.

Resistances are usually just riots from ordinary citizens... so the whole "resistance unit" thing isn't really realistic. It really just sounds like it would make the game more complicated with more potential bugs. I think the game is fine the way it is.

88% cause... 12% Pretend to care and play both sides...they are motivated by opportunity:)

I like the idea of a more involved game...but that is even more niche than this already is. Hell I would love to have layers and layers of micromanagement and complication. More the better...I like the idea of slowing down the morale and maybe a more exponential curve on morale and money/manpower/resource...require and reward investment for improvement. But the rebellions are really not cool the way they are. I conquered France as Spain and had a territory across form the UK join French West Africa...So now I lose the territory or take the hit for being at war with another country. Damage to buildings maybe slower or delayed unit production. A lot of stuff can be better linked to morale and would be welcomed if the mechanics are available but outright losing a territory and having your own troops desert should be the result of severe missteps or neglect only.
