The CoW game has only the heads of the countries who controls all the provinces and administers all ministries-- diplomacy, economy, military, espionage, propoganda.
I wish the provinces can have their own GOVERNORS and from the governor's end, a whole new vision of the province comes. The governor controls economy and propoganda of the state. A governor can be assigned more than 1 province because several provinces are not so important. The PRESIDENT can interfere in the province's economy/propoganda. The President must assign a budget to each and every province and must regularly revise it. A more complex game must be made as there is not much to do in the current status of the game and the increased complexity results in joining of lesser games which obviously effects the game servers.

This could perhaps be part of a special map mode. It would be a huge change from right now. Governors could also perhaps have the power to quickly raise militia.
In 1944 endgame, the soviets sort of act this way as the country is split in three but there is no main ruler. The only difficulty would be how conquering different countries would work and which governors would get what. Also, inactivity would be a greater issue with this than with leaders.
I'm confused how exactly this would work, you want Governorship and Presidency.
But you also want them to handle different operations. I can't seem to image this, right now.

A huge change must be made from the 1.5 mode. New things must be added to the game which make the game more complex for a single person. Governors can either be of a specific administration (say economy/military) or of provinces.

Some defensive units can be produced by the governor's and this is a great idea. These units cannot go to external provinces and will serve as PROVINCIAL POLICE. The money and resources will be given by the President. Governors may get administration over other provinces within the country. Say there are 3 governors in the country. If one goes inactive, the president can either take over the state administration or can appoint other governor on this state.

this feature is not good, since actions that players were supposed to perform are being deputized to Bots. This feature i think, will only be useful for AI nations, and even then, most AIs do these tasks already.
The Player is the main leader, they control everything.
And as for province budget, Industries are too costly and there is no maintenance fees for buildings. So i can't see any use for it in 1.5 or anything else short of a revamp

I don't think this is a good idea. First, the slots would be hard to fill. Games that were previously 25, 50, or 100 players are now 100, 200, and 400 players. Secondly, this would require precise coordination between the players. An unorganized offensive or defense would cripple your nation.

judging from your vision i have misunderstood this suggestion and i find the suggestion even more unattainable, first the governors who i thought would be AI will be actual humans who have the ability to be inactive, second for such a game like CoW, there are many aspects that adding more than 1 leader on a country will ruin, such as collaborating leaders trying to betray themselves, espionage and overall the game would be more boring since people have much less things to do.
