Something I don't like about this game. If you have an enemy crossing through an ally's territory, you can't attack the enemy without declaring war on your ally. This is a terrible aspect of this game. I would like to say, use bombers, on an enemy without it automatically declaring war on the person who owns the territory.

For this reason, should well plan strategies and allying with logic!

"I came, I saw, I conquered" Written in a report to Rome 47 B.C., after conquering Pharnaces at Zela in Asia Minor in just five days; as quoted in Life of Caesar by Plutarch; reported to have been inscribed on one of the decorated wagons in the Pontic triumph, in Lives of the Twelve Caesars, Julius, by Suetonius.

just attack with anything besides rockets or nucleair weapons.

I'm sure if an enemy is moving through your ally's territory, that shooting a rocket at the enemy wouldn't be so highly looked upon by your ally. I'm pretty sure if a country attempted to do this in the real world, there would be some friction.

I didn't say anything about rockets. It does the same with Tactical Bombers.

I think that it states that it will but doesnt actually declare war unless you selected the ally's city or troops. I get the message and attack anyways yet have never actually been put into a state of war with the ally who owns the territory

I confirm what Barry said. A warning pops up but it doesn't actually put you at war with your ally.

I had this problem once. It seems to come and go.
