There are two type of sight ranges that every unit has.
There is the semi fog of war range which is longer but not precise. Basically you know there are enemy forces from x nation there, but no idea about troop size, strength or composition
The second type is direct sight range which is shorter and you can actually see the unit types, strength and composition.
When you see the ? it means you are further away in semi fog of war sight range
