HWW Japan vs China

Should Japan and China start HWW (and ACAI) at war with each other, because the 2nd Sino-Japanese War started in 1937?

This would call for adding more Japanese infantry and a few Chinese militia and a couple of infantry near the front.

I think that overall Japanese strength in it's Chinese colonies should be buffed anyway, like adding another int and tac bomber in Beijing, and a few infantry in the border provinces, as historically Japan stood stronger than China and capped a lot of land, though in the end the supply routes forced a stalemate
