Idle Factories

Idle factories should produce "trade goods". While doing so the income of that city increases depending on the upgrade level of the industrial complex.

It already works that way if you want it to. Factories improve resource production all the time, but when they are idle those resources are sitting unused. Unused resources can be sold in the market for cash. Fairly simple.

In my experience, as long as there are at least five players left in the game, it is usually advantageous to trade via the commodities market and the market will remain active. Unless the survivors are divided into opposing alliances, and then you need to rely on trades with your allies to get critical resources. Once it becomes evident that you are trading with an enemy or future enemy, then the market usually dries up.

It is smart, of course, to always plan to be as resource independent as possible, but that is not always achievable, especially as a smaller power.
