This option is already in place. Hold down control and click the units. You can also right click and hold, and 'lasso' the troops you want.

Implement troops/provinces selecting tool from mobile to desktop version
In mobile version there is special troops/provinces selecting tool. When we click and game does not know what have we clicked with the finger on, it shows few option to select from, what it's easier to do with finger.
Actually this tool would be useful for desktop version too! 
But not as automatic one, but as optional one 
So, if I want to use selection tool cause there are lots of units around. I would click on "Selecting" icon first and after clicking on map, it would show me same selecting tool as I would see if I would be just playing on mobile.
It's already done for mobile so it's probably not that complicated to implement it for desktop playing too

Do You know what You talk about?
Have You used mobile version?
Ctrl work in very different way than the selection tool in mobile app.
Check it out first before You comment maybe.
In mobile app when You click and game is not sure what You wanted to click on, it shows circle-menu with troops/cities to select from, which were nearby.

Firstly, I use mobile nearly exclusively.
Secondly, check the tone, please.
Lastly, I know of which you speak, but PC is much more streamlined, and my opinion on your suggestion for adding the circle is it is unneeded in the main platform of the game.

It would be useful multiple times, when there are many troops around, own, enemy troops, allied troops, planes land troops, in differents stacks, over province which is hard to click on - find a place where You can click to select it. It's sometimes impossible if province is tiny and units cover it.
In such situations selection tool would be awesome to have!

Your suggestion is to add this dialog to the main game on PC, Right? Since it doesn't give any additional info on which stack is which, such as Health, location, etc, how is it more helpful than simply clicking?

1) Read above to know how it is helpful, there is no point for me to reapet same things written there
2) It could and should be upgraded to show units stack number, like A8 number, to work better
