Improve development limits

More levels for industrial complexs, infraestructure, ports, etc. with, obviously, very expensive costs.

¿Why? Because ever the large powers like Germany or the United Kingdom have a little development capacity. After the first 2-3 weeks you cant build any more in your main lands. Having a large empire providing resources would allow to invest in improving the metropolis infraestructure as long as the resources are enough.

That would allow that cities like Hamburgo, Liverpool, Londres, etc. to become the amazing key cities they were, and not only the common cities that are now, with the only difference of providing more win points.
