​ In multiple Call of War maps, make countries with connections to Germany or Germanic culture (ex. Austria, Slovakia, Hungary, Transylvania, Romania, Bulgaria, possibly Ukraine, etc.) use the Germanic (Axis) Doctrine

Doctrine isn't necessarily based on ties, it's based on combat doctrine, i.e how the troops were trained. A country will have the Comintern doctrine if the troops were trained with Eastern Europe or the landscape of communist countries in mind, rather than political beliefs or connections.
