You can get that when you complete a full patrol circle, i.e. wait for 15 minutes. Unfortunatly, it means you must also have a shot at them and receive their AA fire in return, which isn't always a good idea for a scout plane.

Intel Retention
Currently, if you scout out units, you see what there is. However, if you return the units to patrol somewhere else, the units just vanish. Is it possible to make the units scouted to have the same as the markers that espionage revealed units do (e.g. Intel from ____time_____)?
This would make it a lot easier to keep intel from patrols. Its also more realistic imo.
