As a tech for japan tree, sure it's a good idea.

Kamikazes- they were bad and a waste of resources as well as not achieving any significant strategic gains. kind of like rockets, but later on the rockets improved to become an actually useful weapon after the war, the kamikazes fulfilled a similar role, but as mentioned before, was never that great a unit.
