Because it gives a southern port. The USSR needs that. I do agree that Kiev was more important, but it was probably done for balance reasons since the USSR only gets 5 cities.

In the 1939 Blitzkrieg map, I think Kiev (now Kyiv) should be the city that represents Ukraine instead of Odessa (now Odesa). Kiev was the most populated city in the Ukraine at the time, while Odessa was only the 3rd most. Why was Odessa chosen anyway?

Well in that case, Sevastopol and Rostov were both more important strategically than Odessa during WW2.Carking the 6th wrote:

Possibly due to positioning? You’d have to ask the devs but maybe Odessa being towards the west balances things out better, even if Sevastopol was home of the Black Sea fleet.
