yo since there are doctrines, like allies, axis and "communists"... how about spy doctrines.
3 world famous, CIA (unique to USA) KGB (soviets) and MI6 (Bri-ish)
then have the unique powers and blah blah... we all know who is capable of what
Johnny especially knows who is most capable of bringing down a nation without firing a gun.
I do think that espionage needs an update, but this wouldn't really work in the game sense. People need to stop making every suhggestion about realism, the game doesn't work that way and it doesn't go well. Look at the realistic paratroopers, unless you're lucky there is almost no use for them.
