António Oliveira Salazar was the "Presidente do Conselho de Ministros" - President of the council of ministers... Not the actual president of Portugal. The president was General Óscar Carmona

Well, since this title is very large and uncommon I think is ok just put the head of state and call him "Mr. President".

Actually, old Carmona served only as a figurehead during the entire war. The recognized leader of the government was Salazar.
